Purpose:

Update 23/11/2017 – Following a request by the Property Sub-Committee at its meeting held 8 July 2016 that the disposal not be progressed until the issue of the adequacy of playing field provision in the area was resolved.  This work has now been undertaken and the decision is ready to progress (details are included within the attached documentation.

 

·         Update 13/06/2017 – disposals previously advertised as part of this issue ‘package’ have been undertaken under separate decision numbers (see below) and only Freeman’s Way, Deal remains – an update on progress has been requested.

·         Update – October 2015 - Negotiations continue regarding both disposals.  It is not expected that decisions will be taken before December 2015

·         Update – 09/03/2015 - Date changed to ‘not before’ June 2015. - Dumpton Drive: Extensive consultation has been carried out with the School and Education Department regarding the Dumpton Park Drive and a planning pre application has been successfully submitted.  Outline Planning will be submitted within next 3 months with a view to marketing site ‘subject to planning’ once the application has been submitted.

 

·         Freeman's Way:  Extensive consultation has taken place between KCC and Dover District Council's Estates team and a planning pre application will be submitted in March 2015, if successful, KCC will submit outline planning application prior to marketing the site ‘subject to planning’.

Original intention

Approval is sought for the Director of Property and Infrastructure Support to progress with and enter into the necessary documentation to complete the disposal of Dumpton Park Drive, Broadstairs and Freemen's Way, Deal in consultation with the Cabinet Member for Corporate and Democratic Services.

Stock Lane, Wilmington, previously listed as part of this decision has been withdrawn.

London Road, Westerham, previously listed as part of this decision has been deleted and is now at 14/00068(a)

Current Proposed Decision: to sell the former South Deal Primary School Remote Playing Field, Freemens Way, Deal. The disposal will secure a capital receipt to fund the Capital Programme and streamline the property portfolio to achieve financial and efficiency benefits in line with appropriate property policy

 

The Former South Deal Primary School Remote Playing Field is approximately 9.1 acres in extent. The field is relatively level open land located in a predominantly residential area adjacent to a cemetery and allotments to the north. Access to the Site is via Freemens Way. The Site is secured with fencing with no authorised public access and held freehold by the County Council.

 

The Site has been vacant and unused since 2006. Prior to this, it was used for educational purposes as the dedicated remote playing field serving the Former South Deal Primary School before the school amalgamated with Mongeham Primary School to create Hornbeam Primary School, Mongeham Road. The former South Deal school site on Mill Road was subsequently declared surplus and sold in 2007 for housing development. Education declared the former playing field site as surplus to requirements in August 2008.

 

Formal EFA consents are not required due to there being 10 years passing without any educational use taking place on the site by the time a sale contract Exchanges.

 

This is the final site concerned in decision 14/00068, which was published in the forward plan of executive key decisions in 2014. The decision number for this site is 14/00068c.

 

 

Decision:

As Cabinet Member for Corporate and Democratic Services, I agree to the sale of the former South Deal Primary School Remote Playing Field, Freemens Way, Deal, on the terms set out in the appended exempt recommendation report, and authorise the Director of Infrastructure, in consultation with the Cabinet Member for Corporate and Democratic Services, to finalise the terms of the sale and complete the transaction.
