RESOLVED that the proposed changes to the Constitution detailed in the report be recommended for adoption by the County Council.

(1)       The Democratic Services Officer confirmed that proposed nominations by individual Members or political Groups should be notified by them to the Governor Support Team.

 

(2)       RESOLVED that:-

 

(a)        the Governor Appointments Panel be abolished;

 

(b)          the amended arrangements set out in Appendix 4 of the report to consider requests for the removal of Local Authority Governors be adopted; and

 

(c)          the County Council be recommended to agree that the power to appoint or nominate Local Authority Governors be delegated to the Corporate Director of Children, Young People and Education and that the Constitution be amended accordingly.

(1)       The Committee noted that paragraph 1.4 of the report should be amended to read that two appointments made by Tunbridge Wells BC would continue.

5.

Democratic Services - Oral report

Minutes:

(1)       The General Counsel provided an update on the progress towards reorganising Democratic and Member Services in order to more closely meet requirements identified by Members.  He tabled a draft floor plan setting out the proposed reconfiguration of the Members’ Area.

 

(2)       The Cabinet Member for Corporate and Democratic Services informed the Committee that further consultation on the arrangements for Members would take place prior to a final report to the Committee with the aim of implementing the changes in mid-May 2018.  

 

(3)       Members of the Committee broadly welcomed the direction of the changes to the staffing structure and made initial comments on the draft reconfiguration.  These were noted for further consideration. 

 

(4)         RESOLVED that the report be noted, together with the intention to hold a further meeting of the Committee to consider whether to implement the final version of the proposed changes.
