    The contract with Agilisys started on the 9th December 2015 and ends on the 8th December 2021 with an annual value of £3,431k.  It is for the provision of a contact point including a call centre, digital offering, and associated back office processing.  The Council will exercise an option to extend the contract until 8th December 2025 which will enable a package of improvements to the quality and resilience of the service to be implemented as well as a cost reduction.

    Proposed decision to re-procure and delegate to the Director of Highways, Transportation and Waste to award contract/s for the Highway Arboriculture Programmed Works Service (All Districts within Kent). Contract start date: September 1st, 2019.

     

    Background - The current contract expires 31st August 2019. Accordingly, in order to ensure a seamless service remains in place a new procurement is required. Ongoing procurement enables market testing and ensures that the rates KCC pay for the work are competitive and reflective of the current market.

     

     

    The proposed decision meets the objectives of ‘Increasing Opportunities, Improving Outcomes: Kent County Council’s Strategic Statement (2015-2020)’ because the arboriculture works service is a safety critical service that keeps Kent’s roads moving and assists economic growth.

    21/03/2019 - 19/00013 - Kent County Council adoption of High Weald Area of Outstanding Natural Beauty Management Plan 2019-24 ref: 2236    Recommendations Approved

    Formal adoption of the reviewed and revised High Weald Area of Outstanding Natural Beauty Management Plan 2019-24.

     

    Background

     

    The Countryside and Rights of Way Act 2000 requires local authorities within an Area of Outstanding Natural Beauty (AONB) to act jointly to prepare and publish an up-to-date plan which ‘formulates their policy for the management of the area and for the carrying out of their functions in relation to it’.  The High Weald AONB Unit leads the development of this plan on the behalf of local authorities, overseen by the Joint Advisory Committee.   

     

    The High Weald AONB Management Plan was originally publish in 2004 as a 20 year strategy and this is reviewed every five years.  Reviews, with minor revisions, have taken place in 2009 and 2014.  In 2017, the third review was instructed.  The review has needed to take account of the potential impact of Brexit on agri-environmental policy and the significant increase in development pressure on the AONB since the last review.  The plan has also required amendments to bring it in line with the Government’s 25 Year Environment Plan (published 2018).     

     

    Following stakeholder engagement and a formal consultation process, this plan is now with the relevant local authorities for adoption.  KCC submitted comments to the formal consultation process in July 2018 and we are satisfied that these have been adequately addressed.  The Management Plan supports the Council’s Strategic Outcome of “Kent communities feel the benefits of economic growth by being in-work, healthy and enjoying a good quality of life” by helping to support: rural business and economic growth; a good quality of life; well planned housing growth; and a physical and natural environment that is protected, enhanced and can be enjoyed. 

     

    The review is backed by a Strategic Environmental Assessment, Habitats Regulations Assessment and Equality Impact Assessment. 

     

    It is therefore considered that the High Weald AONB Management Plan 2019-24 as amended can be adopted by KCC.  It is not anticipated that the revised Management Plan will place any additional obligations on the County Council in terms of resources, although relevant units within the County Council will need to consider the revised Management Plan in relation to their operations (as they are already bound to do).  For reference, KCC provides an annual contribution of £9.5k to the High Weald AONB Unit.

    Proposed Decision is to:

     

    • reduce the subsidy to the standard YPTP pass by £60;
    • introduce an option to pay by instalments, the costs of which to be funded by the charging of a modest £10 administration fee;
    • maintain the cost of the pass to students from low income families at £100;
    • maintain the provision of free passes to those in care and care leavers; and
    • maintain the current offer that those families purchasing more than two standard cost passes will only pay for the first two

     

    The Young Persons Travel Pass (YPTP) is a discretionary scheme, providing subsidised bus travel for Kent students in years 7 to 11.  The scheme, which is accessed by 24,000 students, has been reviewed in light of funding and demand pressures.

     

    It is proposed that from the 2019/20 academic year there will be a reduction in subsidy of £60 for those who purchase a standard pass. This reduction in subsidy will reduce the net cost to KCC by £800K.

     

    There will be no changes to the current offer in respect of:

     

    • Students from low income families, (defined as those receiving free school meals) where the cost of the pass will remain at £100.
    • The provision of free passes to those in care, care leavers and Catch 22.
    • The current offer that those families purchasing more than two standard cost passes, will only pay for the first two.

     

    Current yearly or half yearly payment options are proposed to be replaced with an annual or instalments option.  For families opting for instalments, an annual pass will be issued with payments spread over 8 months if applying in June/July, and pro-rata for those who apply later.  An administration charge will apply for instalment payments, with the exception for families on low incomes.

     

    The scheme directly links to the strategic outcome of Children and Young People in Kent get the best start in life. In continuing to provide subsidised travel, parents, who would not qualify for free home to school transport will have the opportunity to select schools which meet the needs of their children, rather than just on locality.

    Adoption of a three-year Libraries, Registration and Archives Strategy.

     

     

    Background

    A new draft three-year strategy has been developed for the Libraries, Registration and Archive (LRA) service.

     

    The Libraries, Registration and Archives Service (LRA) is a statutory and highly valued public service delivered through a network of 99 libraries, 5 Register Offices; 5 mobile libraries; an archive centre; the stock distribution and support function building at Quarrywood; the information service - ‘Ask a Kent Librarian’ - as well as the 24-hour accessible online services.

     

    Kent County Council along with all local authorities is facing a period of unprecedented financial pressure which demands continued and sustained innovation, change and focus on positive outcomes from all services.

     

    Alongside these financial pressures, LRA has evolved its services and now needs to continue to respond to significant changes in demography, spatial geography, how people want to access services and their expectations of those services, technology and varying levels of IT literacy. 

     

    The draft strategy proposes how LRA will create an evolving and sustainable LRA service for the future including proposals for a new Library tiering model and revised opening hours

    As Cabinet Member for Community and Regulatory Services, I agree to adopt the 3 year strategy for Libraries, Registration and Archives and implement the proposal to tier libraries and introduce a new opening hours model across the county.  Specifically to:

     

    A) Adopt the 3 year LRA strategy subject to changes being included as outlined in this report

     

    B) Implement the library tiering model and progress to local engagement about the opening hour patterns for each library

     

    C) Delegate the decision on the exact opening hours for each library to the Libraries, Registration & Archives Head of Service in consultation with the Cabinet Member for Community and Regulatory services

     

    D) Agree to the review of the tiering model on a 2-year cycle – with a report to this committee on any changes proposed.
