To work in collaboration with current providers to explore and secure alternative funding models, enabling the gradual withdrawal or reduction of the council’s contribution towards housing related support and community Alarms in sheltered housing by April 2018.

Vision for Kent 2012-2022 articulates three big ambitions:

This decision aligns with the ambition to tackle disadvantage.  It will ensure that:

·         The devolved funding is considered appropriately and that future funding of supported housing in Kent continues to be sustainable.

·         Revenue is spent appropriately, targeting resources at priority and vulnerable groups, promoting independent living, facilitating social inclusion and keeping people safe and secure.

Decision:

As Cabinet Member for Adult Social Care, I:

 

a)  AGREE for work to be undertaken in collaboration with current providers to explore and secure alternative funding models, enabling the gradual withdrawal or reduction of the Council’s contribution towards housing related support and community alarms in sheltered housing by the end of March 2018; and

 

b) DELEGATE authority to the Corporate Director of Adult Social Care and Health, or other nominated officer, to undertake the actions necessary to implement the decision.

25/09/2017 - 17/00067 - St George's Church of England Foundation Primary School Provision Phase 2 ref: 2085    Recommendations Approved

To seek agreement to allocate the funding from the Capital budget for the second phase of the building programme.  Estimated cost for the project is £2.6m.

Decision:

The Cabinet Member for Children, Young People and Education is asked to:

 

(i) Allocate £2.6 million from the Basic Need Capital Programme Budget to fund the phased build of St George’s CE Foundation School Primary Provision

 

(ii) Authorise the Director of Infrastructure in consultation with General Counsel to enter into any necessary contracts/agreements on behalf of the County Council

 

(iii) Authorise the Director of Infrastructure to be the nominated Authority Representative within the relevant agreements and to enter into variations as envisaged under the contracts.

Decision:

1.    Anthony Mort introduced the report which provided information about the operation of the Children Act 1989 Complaints and Representations Procedure in 2016/17 and also provided information about the ‘non statutory’ social care complaints and complaints received about Education Services.

 

a)    Members commented on the excellent work that had been undertaken and highlighted in the report.

 

2.    Andrew Ireland mentioned the specifics of the process and procedure and the requirement to report the item annually.

 

3.    RESOLVED that the report be noted.

 


13/09/2017 - 17/00065 - Public Health Transformation Programmes: Contractual Arrangements with Kent Community Health NHS Foundation Trust ref: 2084    Recommendations Approved

Proposed decision: To authorise the County Council to:

a)    enter into contractual arrangements with Kent Community Health NHS Foundation Trust (KCHT) to continue to deliver Public Health services pursuant to the relevant exemptions in the Public Contract Regulations 2015; and

b)    continue the funding arrangements with district and borough councils for the delivery of Public Health services.

 

How the decision relates to BS4K and Corporate Objectives:

In line with the council’s Strategic Framework, the arrangements will allow for a focus on outcomes, whilst developing new services that will be based around the needs of the people of Kent.
