07/12/2018 - 18/00007 - Public Rights of Way Access Improvement Plan ref: 2212    Recommendations Approved (subject to call-in)

This project aims to produce a new Countryside Access/Rights of Way Improvement Plan for Kent, for the period 2017 – 2027.  Kent County Council has a legal duty to prepare and review a Public Rights of Way Improvement Plan (ROWIP) under Section 60 of the Countryside and Rights of Way Act 2000 and update the plan every 10 years. The plan must assess the extent to which the local rights of way meet the present and likely future needs to the public as well as the opportunities the PROW network can provide for exercise, open air recreation and the enjoyment of the area and the accessibility to blind or partially sighted persons and others with mobility problems. The plan must include a statement of the actions proposed to manage the PROW and for securing an improved network. In accordance with the guidance set out by DEFRA the plan must explain how improvements made by the local authority to the public rights of way network will provide a better experience for walkers, cyclists, horse riders, horse and carriage drivers and people with mobility problems.

06/12/2018 - 18/00059 - Establishing a 15 place Specialist Resource Provision at Kings Farm Primary School ref: 2209    Recommendations Approved (subject to call-in)

Kings Farm Primary School is a community school providing education for students of all abilities aged 4-11.  There are currently 404 children on roll with 99 children with an SEN need and 4 children with an EHCP.

 

KCC want to build upon the existing provision of the school by establishing a Specialist Resource Base Provision (SRP) within the school for students with an Education, Health and Care Plan (EHCP) for Autism Spectrum Disorder (ASD)

 

The school has been identified by Kent County Council (KCC) as doing particularly well at supporting pupils with Autism Spectrum Disorder (ASD).  KCC has asked the school to consider creating a new SRP within the school for up to 15 children. The places will be commissioned by KCC and reviewed each year.  It is expected that the SRP would open initially with a small number of children currently on roll at the school who meet the criteria for a place in the SRP.

06/12/2018 - 18/00056 - Local Offer for Kent Care Leavers ref: 2207    Recommendations Approved (subject to call-in)

The Children and Social Work Act (2017) was implemented on 1st April 2018 and extends the Corporate Parenting responsibility for a Local Authority to provide support to Care Leavers up until the age of 25 years (formerly 21 years). Local Authorities are required to publish a Local Offer for Care Leavers by December 2018 which sets out the services and support available and their entitlements. To meet the requirements of the Local Offer the 18plus Care Leavers Service undertook a service review in July 2018, to review the staffing capacity of the service and to plan for the increase in demand.

c)    Delegation of authority to the Monitoring Officer with the agreement of the Head of Paid Service, Corporate Director of Finance and Corporate Director of EODD to carry out and agree the final details of a) and b) in consultation with the Cabinet Member for Finance and Traded Services or the Cabinet Lead for Traded Services, including the authority to create additional entities and make appointments to them if necessary, as part of the review.
