Election of Chairman

Minutes:

It was proposed and seconded that Cllr Mochrie-Cox be elected chair of the sub-committee. 

 

RESOLVED that Cllr Mochrie-Cox be elected chair of the Kent and Medway Police and Crime Panel Complaints Sub-Committee.

Motion to Exclude the Press and Public

That under Section 100A of the Local Government Act 1972 the press and public be excluded from the meeting for the following business on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1 & 2 of part 1 of Schedule 12A of the Act.

Complaint Summary

Minutes:

Public minute of exempt item

 

1.    Members had before them information relating to the complaint and comments from the Police and Crime Commissioner (PCC). 

 

2.    Members made the following comments in relation to the complaint: 

 

a.    The initial response could have been more timely and the Sub-Committee recommends that the PCC explores way to ensure all responses are answered in a timely manner where possible. 

b.    The initial response could have been more helpful and the Sub-Committee recommends that responses signpost and/or include a direct contact or link to where information requested might be found.

 

3.    The Sub-Committee welcomed the Commissioner’s position in defending his staff member without responding or submitting to the fear or favour of both shared political membership allegiance and reporting of a complaint to the Kent and Medway Police and Crime Panel. 

 

4.    The Sub-Committee found that there was no breach of the ‘Nolan Principles’ as set out in the Commissioner’s Code of Conduct. 

 

5.    The Sub-Committee does ask, however, that the Commissioner reflects on the manner and style of the responses given. 

 

RESOLVED that the complaint not be upheld and no formal action should be taken against the Commissioner.
