Over the past four years, KCC has made £350m savings whilst continuing to provide services for Kent’s communities. The financial pressure will be significant for many years to come with a further £206m savings required over the next three years. This financial challenge sets the context for the need to radically redesign and transform our service delivery and commissioning, in order to achieve better outcomes.
The Outcomes Framework sets the context for this change, but focuses on ‘what’ we want to achieve as a County Council rather than ‘how’ – therefore there are no direct proposals with specific financial implications related to the framework at this stage. Once approved, the framework may initiate future activity (e.g. projects or programmes) to help support the delivery of better outcomes, but these are not

defined at this point.

EqualityImplications:
An Equalities Impact Assessment Screening has been undertaken for the Outcomes Framework. The framework is currently out for public consultation. Any relevant outcomes from the consultation will be used to update the EqIA. The Outcomes Framework has county-wide application for all residents, and will have county-wide impacts. KCC services already have detailed equality analysis on how the relevant service impacts on the public. At this stage there are no new specific proposals. However, as specific key decision proposals are developed linked to the achievement of improved outcomes set out in the Framework, a full equality analysis

will be carried out and would be consulted on individually.
