The Freight Action Plan sets out what KCC has already achieved, the roles and responsibilities of the major stakeholders of freight traffic in Kent and outlines five key actions to help mitigate the negative impacts of road freight to the county which are as follows:
1. To tackle the problem of overnight lorry parking in Kent.
2. To find a long term solution to Operation Stack.
3. To effectively manage the routing of HGV traffic to ensure that movements remain on the strategic road network for as much of its journey as possible.
4. To take steps to address problems caused by traffic to communities.
5. To ensure that KCC continues to make effective use of planning and development control powers to reduce the impact of freight traffic.
The policies and outcomes to be set out in the Freight Action Plan will align with the vision in ‘Increasing Opportunities, improving Outcomes: KCC’s Strategic Statement 2015-2020’ and help achieve a number of supporting outcomes:
· Ensuring Kent residents enjoy a good quality of life.
· Ensuring Kent’s physical and natural environment is protected, enhanced and enjoyed by Kent residents and visitors.
Introducing measures to reduce the negative impacts of road freight on communities should improve resident quality of life. This can be further achieved working with partners to mitigate against these impacts.

Consultation process
The Freight Action plan was approved to go out to public consultation following consideration by the Environment and Transport Cabinet Committee in January 2017. Following an 8-week consultation seeking the views of over 500 residents, businesses and organisations in Kent, the plan has had minor alterations.
The revised plan will be considered by the Environment and Transport Cabinet Committee at its meeting on 15 June 2017 prior to its approval by the Cabinet Member for Planning, Highways, Transport & Waste.
