16/00146 Adoption of the Kent Waste Disposal Strategy

A decision is sought to adopt the Waste Disposal Strategy by the Cabinet Member for Environment and Transport.

 

The strategy presents the overall ‘Ambition’ for KCC up to 2035, it details a series of priorities and supporting objectives that will help to reach this ambition. Subject to Cabinet Member adoption of the strategy, an analytical and data led implementation plan with subsequent projects will be developed.  Further public consultation will be undertaken, where required.

 

The proposed decision meets the objectives of ‘Increasing Opportunities, Improving Outcomes: Kent County Council’s Strategic Statement (2015-2020)’ by supporting the strategic outcome: Kent communities feel the benefits of economic growth by being in-work, healthy and enjoying a good quality of life, and the supporting outcome: Kent’s physical and natural environment is protected, enhanced and enjoyed by residents and visitors.

 

Financial implications

Costs associated with strategy development and consultation were met from within existing budgets. The development of the strategy itself will not illicit any savings.  However, the delivery of this strategy will find efficiencies, savings and income allowing the service to develop and evolve; it also recognises that in order to reach our ambition, there could be costs to deliver the strategy and in some instances require significant capital investment and/or the accessing of key funding.

 

Legal implications

There are statutory obligations required of a Waste Disposal Authority which must be met and therefore the strategy itself and any subsequent interventions to deliver the strategy must be compliant.

 

Equalities implications

An Equality Impact Assessment has been completed to ensure consideration is given to the impact of the strategy and the approach to consultation. This initial assessment indicates that the impact on users could be reasonably mitigated.  Further and subsequent EqIAs will be conducted to understand positive and negative impacts upon customers when the implementation plan to deliver the strategy is produced and consulted upon, as required.

Consultation process

The Environment and Transport Committee considered and commented on the draft strategy and endorsed a consultation process. A 12 week consultation ran between 11 July and 2 October 2016 inviting comment on the draft strategy ambition, priorities and objectives. The consultation was promoted through a variety of ways including KCC digital and social media platforms, through the library service and by directly contacting a number of key stakeholders and organisations for a response.

 

The Environment and Transport Cabinet Committee will discuss the final report on 12 January 2017.
