To endorse the application to the Department of Transport to
introduce the Kent lane Rental Scheme with an aim to bring the
scheme onto effect within summer 2013.
How the decision relates to BS4K and Corporate Objectives:
Roadworks are a necessary part of maintaining the highways and
services of Kent. Kent has been operating a permit scheme to good
effect since 25 January 2010. The proposed Kent Lane Rental Scheme
will incentivise innovation and a focus on Kent’s top tier of
roads to enable this work to take place with the absolute minimum
of inconvenience helping to deliver ‘Growth without
Gridlock’
Impact/costs and risks of proposed decision:
The cost of developing and running of the scheme will be covered
fully by the charges received under the scheme. There will need to
be parity with Kent’s own work however the charges should be
able to be minimised by good working practices. The scheme will
deliver a significant surplus which under the regulations will need
to be reinvested into the street and road works industry to fund
initiatives to reduce congestion.
