Purpose:

Approval to acquire the site of the Former Royal School for Deaf Children in Thanet, or another appropriate site in the locality, to assist in meeting the new secondary school provision in Thanet identified in the Commissioning Plan for Education Provision in Kent 2017- 21.

 

NB: This decision will be taken in two parts.  The agreement to acquire the site by the Cabinet Member for Corporate and Democratic Services and the agreement to create a new school on the acquired site by the Cabinet Member for Children, Young People and Education.

 

Decision:

    i.        Agree that a Free School Presumption Competition process can commence in order to seek application from potential sponsors to run a new Secondary School in Thanet, on the former Royal School for the Deaf site in Margate, opening initially in September 2019 in the former Walmer School.

 

   ii.        Allocation £20m from the Basic Need Capital Programme Budget to fund the building of the new Secondary School on the former Royal School for the Deaf site in Margate.

 

 iii.        Authorise the Director of Infrastructure in consultation with General Counsel to enter into any necessary contracts/agreements on behalf of the County Council.

 

 iv.        Authorise the Director of Infrastructure to be nominated Authority Representative within the relevant agreements and to enter into variations as envisages under the contracts.

 

In the event of an increase of costs for the projects exceeding 10% of the allocated funding, a further decision will be required.
