Purpose:

To seek agreement to the necessary actions required to proceed with the construction of a new Youth Hub for the Dover District, to be located in Deal, as an integral part of the new Service Delivery Model for Youth Services in Kent.

As well as delivering the critical ‘building based’ element of the new Service Delivery Model, the new facility also has a key role to play in the delivery of the developing Kent Integrated Adolescent Support Service in the Dover District area.

Financial Implications:

The new build is projected to cost £998.3k, although these costs are partly offset by a confirmed £200k developer contribution from Dover District Council. The required land is also being provided by DDC on a long term peppercorn lease.

Legal Implications:

The Education and Inspections Act 2006 (Section 6) places a duty on local authorities to provide for young people aged 13-19 (and up to 24 for those with learning difficulties and/or disabilities) sufficient recreational and educational leisure time activities and facilities for the improvement of young people’s well-being and their personal and social development.

An extensive Equalities Impact Assessment has been completed as part of the Service Transformation design and implementation

Decision:

As Cabinet Member for Community Services I agree to proceed with the construction of a new youth hub for the Dover District to be located in Deal as an integral part of the new service delivery model for Youth Services in Kent.
