Proposed decision: To extend the current contracts for School Public Health Services and Young Peoples’ Substance Misuse to 30th September 2016, to bring these contracts to an end at the same time, whilst allowing for the development of transformative service models, prior to the competitive tendering of a new model.
How the decision relates to BS4K and Corporate Objectives:
In line with the council’s Strategic Framework, extending the existing contracts will allow for a focus on outcomes, whilst developing new services that will be based around the needs of the people of Kent.

Legal Implications: The decision will require a single source tender to extend the existing contracts to 30th September 2016.

The matter is referred to in the Business Plan and Medium Term Capital Programme.
As Cabinet Member for Adult Social Care and Public Health, I agree that the County Council extend the current contracts for the Starting Well services outlined in the attached recommendation report to 30th September 2016, to allow for harmonisation of the contract end dates, prior to a transformation of the approach and subsequent competitive tender of services.
