Purpose:

Proposed decision: To enter into a contract with the current provider, Kent Community Healthcare Foundation Trust (KCHFT), to deliver Health Visitor services for one year from 1 October 2015 to 30 September 2016, to bring the end date into line the other Children’s health services, which will allow for the development of transformative service models, prior to the competitive tendering of a new model.

How the decision relates to BS4K and Corporate Objectives:

In line with the council’s Strategic Framework, extending the existing contracts will allow for a focus on outcomes, whilst developing new services that will be based around the needs of the people of Kent.

Financial Implications:

The annual value of the contract is £23m.

Legal Implications: The decision will require a single source tender to extend the existing contracts to 30th September 2016.

Equality Implications: None.

The matter is referred to in the Business Plan and Medium Term Capital Programme.

Decision:

As Cabinet Member for Adult Social Care and Public Health, I agree that the County Council enter into a contract with the current provider, Kent Community Healthcare Foundation Trust (KCHFT), to deliver Health Visitor services for one year from 1 October 2015 to 30 September 2016 which will enable, as a priority, the safe transfer of service and also provide the time to work up a new model for health visiting. This will bring the contract end date into line with the timetable for the procurement of the school public health service and will provide the opportunity to reshape the age range of the service.
