LEA Governors for Primary, Secondary and Special Schools in Kent Additional documents: Minutes: (1) A revised Appendix 2 to the report had been circulated to all Members of the Panel before the meeting.
(2) The Panel agreed to appoint Mr G Duplock, Miss R Walters and Mr M Vye to the Temporary Governing Body of Kingsmead Primary and Diocesan Payne Smith CE Primary School.
(3) The Panel agreed to appoint Mrs S Collingwood, Mrs P Connolly and Mrs V Clough to the proposed Governing Body of Aylesham and Vale View Primary Schools.
(4) The Panel agreed to backdate the appointment of Mr J Dunford to the Governing Body of Dartford technology College for the reasons set out in Appendix 1 to the report.
(5) The Panel decided to appoint Mr A Hills and Mr C Wire to the Governing Body of Greatstone Primary School as these were the two candidates preferred by the School. The Panel also recommended that the unsuccessful candidate, Mr E Last should be offered an alternative position.
(6) The Panel agreed to appoint Dr G Spedding to the Additional Governor Pool.
(7) The Panel noted the action taken under delegated powers by the Interim Director Education, Learning and Skills in consultation with the Chairman to appoint Ms K Hester to the Governing Body of Aycliffe Primary School and to appoint Dr V Austin, Mr C Jones and Mr P Dean to the Governing Body of Walmer Science College.
(8) The Panel agreed agreed to consider the nomination of Mr D Lettington to the Governing Body of Snodland CE Primary School as the nomination form had been sent to the Governor Support Office in good time even though it had arrived late. As the School Governing Body had not had an opportunity to meet Mr Lettington, the Panel decided that the appointment would be made if the School was content. In the event that this was not the case, the nomination would be considered by the Panel at its next meeting.
(9) The Panel agreed to consider a request from Wilmington Girls Grammar School to nominate Mrs A Ojo as an Authority representative on its Governing Body. The Panel agreed to make the nomination subject to the County Council agreeing at its meeting on 20 October 2011 that it had the remit to do so.
(10) RESOLVED that the appointments of Authority Governors in Primary, Secondary, Special Schools, Pupil Referral Units, the Pool of Additional Governors and the nominations to non-Authority Academies be agreed as set out in the Appendix to these Minutes.

Arrangements for an appeal against the removal of an Authority Governor Minutes: (1) The Chairman declared a declaration of personal interest for this item as he had been consulted and given his views on the removal of Mr Sergeant from the Governing Body of Teynham Parochial CE School. He withdrew from the room prior to commencement of discussion on this matter.
(2) Mrs V J Dagger moved, seconded by Mr R J Parry that Mr R Tolputt be elected Chairman for this item. Carried Unanimously.
(3) Mr R Tolputt thereupon assumed the Chair for the remainder of the meeting.
(4) The Panel agreed that Mr R Tolputt would be the Chairman for the consideration of Mr Sergeant’s appeal at its meeting on 2 December 2011. This would include consultation on any procedural matters that arose prior to the appeal itself. The Panel also agreed that Mr Sergeant would be permitted to speak, but that he would not be allowed to cross-examine witnesses, identified by himself as hostile, who had not actually made the decision to remove him from the Governing Body. The Democratic Services Officer was asked to arrange for the meeting to be held in a room with a hearing loop.
(5) RESOLVED that: -
(a) Mr R Tolputt be the designated Chairman for consideration of Mr Sergeant’s appeal on 2 December 2011; and
(b) the arrangements set out in (4) above be agreed. |
