(1)                           The report and supplementary information tabled at the meeting invited the Committee to consider and make suggestions for the structure of the debate at the County Council meeting on 25 October 2012 to review the operation of the new governance arrangements introduced on 1 April 2012.

 

(2)               RESOLVED that:

 

(a)               Officers be asked to consider how items for information and minor administrative decision for executive decision might be included in the agenda for Cabinet Committees;

 

(b)               Officers be asked to prepare a report for Council drawing out the comments and suggestions of the Committee;

 

(c)               A further meeting of the Selection and Member Services Committee be held before the next Council meeting to consider proposed changes to the Personnel Rules and the Property Management Protocol and a small change to Article 11, Paragraph 11.5 of the Council’s Constitution.

 

25.

Induction Programme following the May 2013 Elections pdf icon PDF 89 KB

Minutes:

(1)                           The report set out options for an induction programme following the County Council elections on 2 May 2013.

 

(2)               RESOLVED that:

 

(a)               The shape and content of the induction programme for the new County Council as set out in the report subject to the inclusion of “shadow a social worker” scheme be approved;

 

(b)               An officer conduit and Member Mentor be made available to newly elected Members of the County Council;

 

(c)               The Member Development Programme be implemented as set out at Appendix 2 of the report.

Regulation Committee Terms of Reference pdf icon PDF 40 KB

Minutes:

(1)               The report invited the County Council to consider a change to the Terms of Reference of the Regulation Committee to enable the Committee to consider opposed Traffic Regulation Orders affecting public rights of way.  This change included enabling a Panel of the Regulation Committee to hear evidence from those supporting or opposing order.

 

(2)               It was unclear to the Committee as to where the most appropriate place for this function should be allocated in terms of the County Councils constitution i.e. a Council function or Executive function. The Committee also sought information on whether it might best be placed with for example the Joint Transportation Board

 

(3)       RESOLVED: that the Head of Democratic Services in conjunction with the Director of Customer and Communities consider the appropriate decision making process for Traffic Regulation Orders relating to Public Rights of Way and report back to a future meeting of the Committee.
