(1)       The Head of Planning Applications Group advised that the application had also been assessed against the emerging modifications to the Kent Minerals and Waste Local Plan 2013-30 and that neither the report nor its recommendation needed to be revised.

(2)     RESOLVED that permission be granted to the application subject to conditions,including conditions covering a 5-yeartemporaryplanningpermission(fromthedateof thepermission); thedevelopmentbeingimplementedand operations takingplaceas proposed; thestockpileof aggregatebeingrestrictedtotheareaproposedand limitedto no more than2m inheight; the mixingof aggregatesonlytakingplaceat the mixingwall; operationstakingplaceat anytime on weekdaysand between08:00and 14:00 hours  on  Saturdays  with  none  on  Sundays  and  Public  Holidays  until  31 December2015 andthereafteronly takingplace between 07:00 and 19:00 hours on weekdaysand 08:00and 14:00hourson Saturdayswithnone onSundays andPublicHolidays; the  proposed  dust  control  measures  (sprinkler  and  misting  systems)  being installedand availableforuse before operationscommence and thereafter maintainedand usedas necessaryforthelifeof thedevelopment; theproposedboundarysleeperwallbeingfullyimplementedbeforeoperations commence; theaccess roadbetweenRedLionWharfand theapplicationsitebeingkept cleanand freeof debrisor othermaterialsat all times; wheelcleaningfacilitiesbeingmaintainedat RedLionWharfand employedand supplementedas necessaryby othermeasures(suchas a road sweeper); thesheetingof lorriestransportingaggregatestoor fromthesiteand RedLion Wharf; noadditionallightingbeinginstalledor usedwithoutthepriorapprovalinwriting oftheCounty Council; nooperationstakingplaceuntiltheproposedlineardrainhas beeninstalledand thesiteand its facilitieshavebeen connected toand areable touse thefoul and surfacewaterdrainageand mainswatersupply asproposed; theproposedcar parkingarrangementsbeingimplementedand availablefor usebeforeoperationscommence; removal ofpermitteddevelopmentrights; and removalof allplant,equipment,buildings,structuresand stockpilesat theend of the 5-yeartemporaryperiodor within1 monthof thecessationof operationsat thesite (whicheveris theearlier).
