Minutes:
(1) Mr S C Manion informed the Committee that he was the Local Member for this application but that he had not pre-determined whether he would support or oppose it.
(2) On being put to the vote, the recommendations of the Head of Planning Applications Group were carried unanimously.
(3) RESOLVED that:-
(a) permission be granted to the Proposal subject to conditions, including conditions covering thestandard5 year timelimit; the development being carriedoutinaccordancewith thepermitteddetails; the submissionfor writtenapprovalof detailsofallconstructionmaterials to beused externally; thesubmissionfor writtenapprovalofdetailsofmaterials,replacementwindows andalterationsinvolvedintherefurbishmentofPortalHouseto ensureitretainsits special character andappearance; the submissionofa SchoolTravelPlanwithin6 monthsofoccupationof thenew school and itsongoing review; hoursofworkingduringconstructionbeingrestrictedtobetweenthehoursof0800 and1800 on Mondays to Fridays andbetweenthehoursof0900 and 1300 on Saturdays, withno operationson Sundaysor BankHolidays; thesubmissionofa ConstructionManagementPlan,toincludeamongstotherthings the details of routingofdelivery/construction vehicles between the site and the A258, and, within the site, the timingofdeliveries toavoidschool peak times,detailsofoff-sitetemporary staffparkingand associatedtransferarrangements,detailsof pupil dropoff/pick-uparrangements,parkingand turningareasfordeliveryvehicles; the completionoftheproposedaccess improvementspriortotheoccupationofthe school; theprovisionof theon-siteparkingareaspriortooccupationoftheschooland their retention thereafter; the provisionof cycleparkingpriortotheoccupationof theschool,and itsretention thereafter; the provisionand permanentretentionofthevehicleloading/unloadingand turning facilitiesprior to occupation; use oftheon-siteparkingfacilitiesforany futurecommunityuse outsideofschool hours; the submissionofa detailedexternallightingdesignstrategyforapprovedin writingprior to occupationoftheschool; no floodlightingbeingerectedat thesitewithoutthewrittenconsent oftheCounty PlanningAuthority; thesubmissionofa schemefor approvalinwritingcoveringa preliminaryrisk assessmentofthenatureand extentof any contaminationand whetheritoriginates fromthesitetogether with an assessmentofthepotential risktohumanhealth,property, adjoiningland, groundwater,surfacewater,ecological systemsand anappraisal of the remedialoption;any remediationdeemednecessary andthesubmissionof a verificationreport; if contamination that was not previously identified is foundon the site, thedevelopmentbeing stopped until aremediationstrategy is agreedand implemented; noinfiltrationofsurfacewaterdrainageintothegroundbeing permittedotherthanwith the expresswrittenpermissionoftheCounty PlanningAuthority; the submission for written approval ofa fullydetailedsustainablesurfacewaterdrainageschemeforthe site, anditsongoing maintenance; the implementationofarchaeological fieldevaluationworkinaccordancewitha specificationand writtentimetabletobe approvedby theCounty PlanningAuthority, and thepreservationinsituofimportantarchaeological remains; the implementation of a programme of building recordingin accordance with a specificationand writtentimetabletobe approvedby theCounty PlanningAuthority; the recommendations for ecological enhancements detailed in chapter 8 of the ExtendedPhase1 Ecological HabitatSurveyreport beingimplemented; the submission of a native species landscape scheme, including tree planting (speciesand location)anddetailsofa maintenancescheme; the replacement with plants and species of a similar size of any retained or new planting which has died within 5 years of planting; and thedevelopment beingcarriedout toavoiddamageto those existing trees tobe retained, andtheir protection inaccordance withthemeasuresset outinthe Arboricultural MethodStatement; and
(b) the applicants be advised by Informative that:-
(i) theregisteringwithKentCountyCouncilof theSchoolTravelPlan should bethroughthe “Jambusters” website;
(ii) they should ensure that allnecessaryhighwayapprovalsand consentsare obtained;
(iii) separateapprovalisrequiredforany worksinthe highway;
(iv) workstotreesshould be carriedoutoutsideofthebreedingbirdseasonand, ifthis isnot possible,that anecologist should examine the siteprior to workscommencing;
(v) they should adheretotheBatConservationTrust’sBatsand Lightinginthe UK guidance; and
(vi) itwouldbe preferablefortheexistingfencealongSea
Street to bepaintedtoenhanceitsappearance.
