Minutes:
(1) Mr C P Smith informed the Committee that he was the Local Member. He had not pre-determined the proposal and was able to approach its determination with a fresh mind.
(2) In agreeing the recommendations of the Head of Planning Applications Group, the Committee added an Informative as set out in (3) (b) (iii) below.
(3) RESOLVED that the applicationbe referredtotheSecretaryof Stateas a departurefromtheDevelopmentPlanon Green Beltgrounds,and thatsubject to his decision:
(a) permission be granted to the proposal subject to conditions, includingconditionscovering the standard5 yeartimelimitforimplementation; the developmentbeing carriedout inaccordancewith thepermitteddetails; the developmentnot commencinguntilsuch timeas replacementplayingfieldprovision is securedand the funds are inplace toenable thatdevelopment to commence; the development not being occupieduntilPhase1 ofPermissionKCC/TM/0385/2015 has beenbuiltand madeoperationalforuse and developmenthas commenced on Phase2 ofPermissionKCC/TM/0385/2015;thesubmissionand approval ofdetailsof all materials to beused externally; thesubmissionfor approvalof detailsof allexternallighting,includinghoursof operation; boundaryfencingbeingprovidedinaccordancewiththesubmitteddetails(2mhigh greenweld mesh); the submission forapproval of a scheme of landscaping, including details of additionaltreeplanting,softlandscaping,hard surfacing,ecological enhancements, andplantingand maintenanceof theswale,together with itsimplementationand maintenance; treeprotectionmethodsbeingadoptedtoprotectboundaryhedgerowsandthosetreesto be retained; the development according with the recommendations and precautionary mitigation methodsdetailedwithin thesubmittedecological surveys/reports; thesubmissionfor approvalof furtherdetailsof communityuse relatingtouse of the indoorand outdoorfacilities,includinghoursof use; the submissionfor approvalof aTravelPlanwithinsixmonthsof occupation,and itsmonitoringand review; the provision and retention of car parking, access (vehicular and pedestrian), pick up/dropoff,circulatoryroutesand turningareas; the provisionof “GiveWay”markingsat thejunctionof themaincar parkand theshared access road; extensionof the40mphspeed limitand ongoingengagementwiththeHighway Authoritytoprovide the requiredsignageetc; thesubmissionfor approvalof adetailedSustainableSurfaceWaterDrainage Scheme and subsequentdetails ofthe implementation,maintenance and managementof theapprovedScheme; noinfiltrationof surfacewaterdrainageintotheground taking place otherthanwiththeexpress writtenconsent oftheCounty PlanningAuthority; the submissionof adrainagestrategydetailingtheproposedmeansof fouland surface waterseweragedisposal andan implementation timetable; the submission for approval of a construction management strategy, including detailsof themethodsand hoursof working, the location ofsite compoundsand operative/visitorsparking,detailsof sitesecurity andsafety measures,lorry waiting andwheelwashingfacilities,detailsof how the siteaccess wouldbe managed to avoidconflictwiththeHighwayDepotactivities,and detailsof any construction accesses; and measures topreventmudand debrisbeingtakenonto thepublichighway; and
(b) the applicants be advised by Informative that:-
(i) theirattentionisdrawntotheletterfromHighwaysand Transportationin which it is noted that it is the responsibilityof the applicant to ensure that all necessary highway approvalsand consentswhererequiredareobtained,includinga TrafficRegulation Order;
(ii) their attentionisdrawntotheletterfromSouthernWaterinwhichdetails areprovidedwithregardtotherelevantapprovalsrequiredby theapplicant,in additionto general advice and guidance; and
(iii) they shall ensure that the development accords with the acoustic requirements assessed within the application. Should the internal noise levels exceed the assessed levels due to noise pollution from the A21/highway depot, the applicant should explore the potential for additional acoustic mitigation to the southern boundary of the site.
