Minutes:
(1) Mr J N Wedgbury moved, seconded by Mr I S Chittenden that permission be refused due to the unreasonable impact on landscape and amenity in respect of noise and light pollution as set out in Policies BE1 and BE2 of the Canterbury District Local Plan 2006 and saved policies 2009 and the Emerging Policy LB2 in the Canterbury District Local Plan Publication Draft June 2014.
Lost 4-9 with 2 Abstentions
(2) On being put to the vote, the recommendations of the Head of Planning Applications Group were carried by 11 votes to 4.
(3) RESOLVED that permission be granted to the proposal subject to conditions, including conditions covering controlson thehours of use of the artificial turf pitch (ATP) to 0900 to2200 on MondaystoFridays, 0900 to2100 on Saturdays and 0900 to1800 on Sundaysand BankHolidays (as alreadypermitted); controls on the hours of use for the multi-use games area (MUGA) to 0900 to 2100 on Mondays to Fridays, 0900 to2000 on Saturdays and 0900 to1800 on Sundaysand BankHolidays; the lights being turned off when not in use within the permitted hours and/or within 15 minutes of the last use; no use of amplified music and loudspeakers or public address systems taking place; the CommunityUseAgreementbeing updatedand submittedpriorto the extensionof hours; implementationof the batsurveyreportrecommendations; erection of the “blackopaquematerial”alongthenorthern andwesternfencelineof theATP prior to the extension of hours; erectionof the“blackopaquematerial”alongthe westernboundaryof theMUGA prior to its refurbishment; the blackopaquematerialbeing fitfortheintendeduse, securelyattachedand maintainedand replacedas necessaryduringthe temporaryperiod; the planting of additional native tree and shrub species tobolster theexisting tree/hedgelinealongthewesternand northernboundaryof thesite; the provisionof detailedspecificationsand managementforplanting;theopaquematerialbeing maintainedfora minimumof 5yearsand untilevidence hasbeen providedthatthehedgerow hasreachedsufficientheightand thicknessto justifyits removal; the submission and implementation of bat activity monitoring (using the same methodas submitted)duringYear1 ofoperationwith theopaque material as well as monitoringof batactivity both priortoand afterremoval oftheopaque material; and detailsbeingsubmittedforapprovaland installationof hoods,cowls,louvresand shieldson theexistinglightingand thatproposedfortheMUGA.
