Minutes:
(1) In agreeing the recommendations of the Head of Planning Applications Group, the Committee agreed to amend the School Travel Plan condition so that it would be reviewed after 6 months and annually thereafter, with the results being submitted in writing to the Local Planning Authority and published on the School’s website. It also added an additional Informative strongly encouraging the applicants to explore the opportunities for the provision of photovoltaic panels at this site.
RESOLVED that:-
(a) permission be granted to the proposal subject to conditions, including conditions covering the standardtime limit; thedevelopment beingcarried outin accordancewith thepermitted details; thesubmission ofdetails ofall materialsto beused externally; thesubmission ofdetails ofexternal lighting,including hoursof operation; theerection oftree protectionfencing priorto commencementof thedevelopment to ensurethat existingtrees willbe adequatelyprotected; the submissionof adetailed schemeof landscapingand treeplanting tonot only require the provision of amenity planting in close proximity to the proposed building,but also to detailhow thesite willbe reinstatedfollowing demolitionof the existingschool building; notree removal taking place during thebird breedingseason; the submissionof theresults ofan additionalbat emergencesurvey priorto demolition ofthe mainschool building; thesubmission ofan updatedbadger surveyand anyrequired mitigationprior to thecommencement ofthe development; thesubmission ofa BiodiversityManagement Plan(ecological enhancementsfor the site); thesubmission ofan updatedTravel Planprior to occupation,to be reviewed after 6 months and annually thereafter, with the results being submitted in writing to the Local Planning Authority and published on the School’s website; the provision and retentionof 4car parkingbays (57total onsite), and the reopening and retentionof theonsite pick-up/drop-offarea; the submissionof adetailed SustainableSurface WaterDrainage Scheme; thesubmission ofdetails of theimplementation, maintenanceand managementof the SustainableSurface WaterDrainage Scheme; the control of surface water drainage into the ground (there should be no discharge to groundwithin aSource ProtectionZone); measures toaddress anyland contamination; hoursof workingduring constructionand demolitionbeing restrictedto between 0800and 1800 on Mondays toFridays andbetween thehours of0900 and1300 on Saturdays,with nooperations onSundays andBank Holidays; the submission of a constructionmanagement strategy,including access,lorry routeing,parking and circulationwithin thesite forcontractor’s andother vehicles relatedto construction anddemolition operations; and measuresto preventmud anddebris beingtaken ontothe publichighway; and
(b) the applicants be advised by Informative that:-
(i) they should submitthe revised and amended School TravelPlan for registration withKent CountyCouncil's Travel Plan Management system “Jambusters”;
(ii) their attention isdrawn tothe letterfrom Highwaysand Transportation inwhich itis advisedthat parkingbay 28should notbe markedas adisabled space asit wouldblock carparking spaces26 &27;
(iii) theirattention isdrawn tothe letterfrom theEnvironment Agencyin which adviceand guidanceis providedwith regardto surfacewater drainage and waste; and
(iv) any externallighting onsite shouldadhere tothe Bat Conservation Trust’s Guidance, and that the Construction Management Plan shouldinclude measuresto protectland suitablefor reptilehabitat withinthe site; and
(v) they are strongly encouraged to explore the opportunities for the provision of photovoltaic panels at this site.
