Minutes:
(1) The Head of Planning Group asked the Committee to amend her recommended Informatives so that the school should “request” rather than “instruct” parents of older children to park further from the school. This was agreed.
(2) RESOLVED that:-
(a) permission be granted to the proposal subject to conditions, including conditions covering thestandard timelimit; the developmentbeing carriedout inaccordancewith thepermitteddetails; thesubmissionof detailsof external materials; the carrying out (subject to a Traffic Regulation Order) of the highways works (provision of double yellow line waiting restrictions at the junctionof Wentworth Drive and Chastilian Road)beforefirstoccupationof the building,or in accordance with a timetable to beagreedwith theHighwaysAuthority; the provisionof thecar parkingand cycleparkingspaces detailedintheapplicationprior to occupation; the submissionand approval ofa carparkingmanagementplanpriortooccupation; the submission and approval of a construction management strategyincluding detailsof thelocationof site compounds,operativesand construction visitorvehicle parking,wheelcleaningfacilitiesand detailsof how the siteaccess wouldbe managedtoavoidpeak schooltimes, together with detailsof anyconstructionaccesses, and details of procedures to be adopted to minimise and respond to neighbour complaintsduringtheconstructionperiod; noHGVsreversingontoor offthepublichighwayunlessunder the supervisionof a banksman; hoursof workingduringconstructionbeingrestrictedtobetweenthehoursof 0800 and1800 on Mondays to Fridays and between the hours of0900 and 1300 hours on Saturdayswithno operationson Sundaysand BankHolidays; the submissionand approvalof drainagedesignlayout, with nodrainageforthe infiltrationof surface water drainagetothegroundbeingpermittedother than with consentof thePlanningauthority; and the submission of a remediation strategy ifcontaminationnot previouslyidentifiedisfoundtobe presentat thesite, detailinghow itwill bedealtwith; and
(b) the applicants be advised by Informative that:-
(i) theschool should requestparentsof olderchildrentoparkfurtherfromthe school to relieve thepressureforparkingin the mostpopularareasnearerto the school entrances;
(ii) the ResponsibleParkingInitiativeshould be includedwithin theSchool Travel Plan;
(iii) construction should be governed by a Construction Environment Management Plan in order to prevent water pollution; and
(iv) their attention is drawn to the EnvironmentAgencyDeveloper’sGuideand pollutionprevention advice.
