Proposal AS/17/00236 (KCC/AS/0044/2017) - New 2 F.E. two-storey primary school with nursery facility within the existing Academy School site with associated soft and hard landscaping and access to form a 3 to 19 years through school at the John Wallis CE Academy, Millbank Road, Kingsnorth; KCC Education and Governors of John Wallis CE Academy

Minutes:

(1)       The Local Member, Mr D Farrell was present for this item pursuant to Committee Procedure Rule 2.27 and spoke. 

 

(2)       RESOLVED thattheapplicationbe referredtotheSecretaryofState for Communitiesand Local Governmentand that subject to hisdecision:-

 

(a)          permission be granted to the proposal subject to conditions, including conditions covering the standard5 year timelimit; thedevelopment being carriedoutinaccordancewith thepermitteddetails; thesubmissionand approvalof detailsofallconstructionmaterialstobe used externally; the submission  of  a nativespecieslandscapeschemefurthertothesubmitted landscapemasterplan (drawingnumberLLD1046/L01Rev05),the requirement forit to beplantedinthefirstplantingseason followingcompletionof the development, detailsofa maintenanceschemeforsuch landscaping,   anddetailsof ahardlandscape schemeincluding fencingand gates; the replacement of the retained or new planting with plants of a similar size and species if any it shouldany ofitbe removedor becomedamagedor diseasedwithin5 yearsofplanting; thesubmissionofa revisedSchool Travel Planpriortooccupationofthenew school anditsongoingreviewviatheJambusters’systemfor5 years,withthe monitoring results being postedon theschool’swebsite; thesubmissionof aConstructionManagementPlan,providingdetailsof(amongst other matters)timesofaccess to the site(toavoidschool peaktimes),operative parking,wheel washingand deliveryvehicleunloadingand turning; theprovisionof thevehicleparkingspaces shownon thesubmittedsitelayoutprior to occupation, andtheir permanent retentionthereafter; the provisionof thecyclesheltershownon thesubmittedsitelayoutplanpriorto occupationand their permanent retentionthereafter; the dropofffacilityshownon drawingPL013Rev1 beingavailableprior to the occupationofthenew school, and being permanently retainedforuse by the primaryschool; thesubmissionfor approval in writingofa detailedsustainablesurfacewaterstrategyprior to commencementof construction; the submissionfor approval in writing ofa schemeofarchaeologicalfieldevaluationworkpriortocommencementofdevelopment, together with therecording and reportingofany findings; the submissionofdetailsofroofplantand other equipment; and the externallightingschemeset outin DrawingWD/EC9008/008RevP2 (as partofthe submitted External LightingAssessment)being implemented as shown, with thelighting being controlledusinga solar timeclockand photocell arrangement, and timedtobe switchedoffwhen theschool isnotinuse; and

 

(b)          the applicants be advised by Informative that:-

 

(i)            theregistrationwithKentCountyCouncilof theSchoolTravelPlanshould be throughthe Jambusterswebsite;

 

(ii)       they shouldensurethatallnecessaryhighwayapprovalsand consentsare obtained;

 

(iii)   they should ensurethatworkstotreesarecarriedoutoutsideofthebreedingbirdseasonand, ifthis isnot possible, anecologist should examine the siteprior to workscommencing; and

 

(iv)      thedevelopmentshouldtakeaccountoftheBatConservationTrusts“Batsand LightingintheUKguidance.
