Minutes:
(1) The Head of Planning Applications Group informed the Committee of the views of the Local member, Mrs S Gent in support of the proposal.
(2) In agreeing the recommendations of the Head of Planning Applications Group, the Committee included an Informative encouraging the applicants to consider rainwater harvesting as part of their detailed sustainable surface water management strategy.
(3) RESOLVEDthattheapplicationbe referredtotheSecretaryofState for Communitiesand Local Governmentand that subject to his decision:-
(a) permission be granted to the proposal subject to conditions, including conditions covering thestandard5 year timelimit; thedevelopment being carriedoutinaccordancewith thepermitteddetails; thesubmissionand approvalof detailsofallconstructionmaterialstobe used externally; the submissionof arevisedSchoolTravelPlanpriortooccupationofthenew classroombuildingand itsongoingreviewviathe‘Jambusters’ system for 5 years, with the monitoringresults being postedon theschool’swebsite; thesubmissionof aConstructionManagementPlan,providingdetailsof(amongst other matters)timesofaccess to the site(toavoidschool peaktimes),operative parking,wheel washingand deliveryvehicleunloadingand turning; measures to prevent the discharge of surface water onto the highway; the submissionofa detailedsustainablesurfacewaterstrategyforapprovalinwritingprior to commencementof construction; the provisionof thevehicleparkingspaces,cycleparkingfacilitiesand thevehicle pickup and drop offfacilitiesshownon the submittedsite layoutpriorto occupation of the site, and their permanent retention thereafter; the completionand maintenanceoftheaccessshownon thesubmittedlayoutplan prior to the occupationof the newclassroom block; theprovisionand maintenanceof 2.4mx 43mx 43mvisibilitysplaysat theaccesses withno obstructionabove1.05mabovecarriageway level,withthesplaysbeing providedprior to the occupationofthenew classroomblock; theadvertisementofa Traffic RegulationOrder to introduceparking restrictionsto preventresidentsparkingin thenew carparkanddropoff facilityon NorthStreet and,once confirmed,theworksbeing implementedtothesatisfactionoftheCounty PlanningAuthority in associationwithKentHighway Services; the submission of details prior to construction of the site oftheprotection measuresfor the hedgealong theeasternboundaryduring theconstructionperiod; the submission of a native species landscape scheme, which should incorporate ecologicalenhancements for the site, the requirement for it to beplanted in the firstplantingseason followingcompletionofdevelopment,and detailsofa maintenanceschemefor suchlandscaping; the replacement of the retained or new planting with plants of a similar size and species if any it shouldany ofitbe removedor becomedamagedor diseasedwithin5 yearsofplanting; theundertakingofan archaeologicalevaluationinaccordancewiththesubmitted Written Scheme of Investigation, and the subsequent submission for approval by the County Planning prior to the commencementofgroundworksof any safeguardingmeasures to ensurepreservationinsituofimportant archaeological remainsand/or furtherarchaeologicalinvestigationand recording, together with aspecificationand timetable; and the submissionofa detailedexternallightingscheme(including hours of operation) forapprovalinwriting within 3 monthsof the commencementofdevelopment; and
(b) the applicants be advised by Informative that:-
(i) they should register the School Travel Plan withKentCountyCouncilthroughthe “Jambusters” website;
(ii) they shouldensurethatallnecessaryhighwayapprovalsand consentsare obtained;
(iii) thedevelopmentshouldtakeaccountoftheBatConservationTrust’s“Batsand LightingintheUK” guidance;
(iv) they should ensurethatworkstotreesarecarriedoutoutsideofthebreedingbirdseasonand, ifthis isnot possible, anecologist should examine the siteprior to workscommencing; and
(v) they are encouraged to consider rainwater harvesting at this site as part of their detailed sustainable surface water management strategy.
