(1)       Mr S Holden was present for this item pursuant to Committee Procedure Rule 2.27 and spoke. 

(2)       The Head of Planning Applications Group reported correspondence from Benenden PC requesting that the speed limit be reduced to 20 mph.  It was advised that this was not a matter for consideration as part of the application which only sought to vary the timing of the traffic calming measures. 

(3)       RESOLVED that:-

(a)             inorder tosecuretheprovisionof off-sitetrafficcalmingmeasuresaheadof the firstopeningof the newPrimary School, permission be granted to thevariation ofCondition 15 of Permission TW/12/1442 to read:-

“Beforethefirstoccupationof thenewPrimarySchool,a scheme ofoff-site traffic calmingmeasures(asoutlinedin"SupplementaryTransportReport"datedJuly2012 referenceJSL/T0155 and on "proposed TrafficCalmingScheme"drawingnumber T0155/01RevisionP1,or othersuch schemeof workssubstantially to the same effect which  has  first  been  approved  in  writing  by  the  Highway  Authority)  shall  be implemented,subject[asnecessary]toa TrafficRegulationOrder,SafetyAudit,and the priorapprovalof aschemewhichshallfirstbe submittedtoandapprovedby the CountyPlanningAuthority in consultationwiththeHighway Authority.Thereafterthe approvedoff-sitetrafficcalmingmeasuresshallbe maintainedinperpetuityforthelife ofthe developmentherebypermitted”; and

(b)                all otherrelevantconditionson Permission TW/12/1442berestatedexceptinso faras the wordingof certainconditions takes accountof the details thathave alreadybeen submitted and approved.
