Proposal DA/18/94/CPO (KCC/DA/0002/2018) - Erection of two storey teaching block and sports hall with roof top MUGA to accommodate an additional Form of Entry (4FE to 5FE), provision of a drop-off loop for 6 buses, 12 additional car park spaces, rearrangement of existing hard surfaced games court together with temporary games court during construction works, associated landscaping, upgraded footpath link and ancillary highways works at Wilmington Grammar School for Girls, Parsons Lane, Wilmington.

Minutes:

(1)       The Head of Planning Applications Group tabled an amendment to the report. This consisted of an amended version of the table on the impact on Year 7 and Year 7-11 capacity in Dartford and replaced the table in in paragraph 37 of the report.

 

(2)       Mrs A D Allen was present for this item pursuant to Committee Procedure 2.27 and spoke. 

 

(3)       The Head of Planning Applications Group asked the Committee to include an additional recommended condition requiring that details of any external lighting to be submitted for approval. This was agreed.

 

(4)       On being put to the vote, the recommendations of the Head of Planning Applications Group (as amended in (3) above) were carried by 9 votes to 2.

 

(5)       RESOLVED that the  application  be referred  to  theSecretaryof  State  for Housing,CommunitiesandLocalGovernmentas adeparturefromtheDevelopment Planon Green Beltgrounds,and thatsubject to his decisionandtoa MemorandumofUnderstandingregardingthe required monetarycontributionto ensure monitoringoftheTravelPlan:-

 

(a)   permission be granted to the proposal subject to conditions, including conditions coveringthe standard5 year timelimit forimplementation; the development being carried outin accordance with the permitteddetails; the submission andapproval ofdetailsofall materials tobe usedexternally;  thesubmissionofa landscapingscheme,includingadditionaltreeplanting,soft landscaping, hardsurfacing,andecological enhancements; treeprotectionmethods,as shown on thesubmitted drawings, being adopted to protect those treesto beretained; TreeT8(Scots Pine)being cutdown and removed in sectionsto protect the potentialforbatstobe roosting within it; the submission of a batmitigation strategyforwrittenapproval prior to the removal of any treeson site; the development being carried out in accordance with the reptile mitigationstrategy as set outinthe Preliminary Ecological Appraisal (PEA) and thata fingertip searchforreptiles beundertakenupon completion of the vegetation clearance; any wideningofthefootpathon sitebeing undertakenin accordance withthe precautionaryreptilemitigation strategysetout in thePEA; completion of the on-siteinfrastructure(footpathlink)shown on the submitted plan (drawing  number  11231T-03)  prior  to  the  commencement  of  the  construction worksrelatingtothe newbuilding,anditspermanent retention thereafter; completion   of   the   off-site   infrastructure   shown   on   the   submitted   plans (Drawing 11231T-03),subjectto a Stage1 safetyaudit, with the  inclusionofany recommendations within6 monthsof theoccupationoftheextension; the provisionof newpolesandglobesatthezebracrossingat theAcademy/ Wilmington Grammar School for Girls (WGSB) exiton toCommonLaneto matchthe brightnessofthose at thenew crossing recentlyinstalled byKCC Highwaysfurtheralong Common Lane; the submissionandapprovalof anupdatedTravelPlanwithinsixmonthsof occupation, its authorisation  by the  school  management  team  as  a  specific  school policy,and its monitoring and auditingfora periodof5 years,within which time there willbe annualupdates withfundingsecured for KCCHighways(MoU) to ensure adequateresourcing to audit and oversee thisprocess; the provisionandpermanentretentionofthe6 coachbaysand12 parkingspaces shown on the submittedplanswithin 6 monthsof the occupationof the building;        accesstothedrop offloopsandbusparkingareaswithinthe school site being maintained; measuresto preventthedischarge of surfacewaterontothe highway;  thesubmissionofa fullydetailedsustainablesurfacewaterdrainageschemefor the sitepriortocommencementof the development,together with thewrittenapprovalofsuch a scheme anditson-going maintenance priortooccupation of the extension; the  submission  and  approval  of  a  maintenance  manual  for  the  sustainable drainagescheme priortooccupationoftheextension; no  infiltration  of  surface  water  drainage  into  the  ground  other  than  with  the approval ofthe CountyPlanningAuthority; no furtherdevelopmenttaking place if,  during  development,  contamination  not  previously  identified  is  found  to  be present,untila remediationstrategy hasbeen agreed with the Council; no pilingorpenetrativefoundationmethodsbeing usedon sitewithoutprior the written consentof the County PlanningAuthority; hoursofworking duringconstruction anddemolition beingrestrictedtobetween 0800 and 1800 on Mondaysto Friday sand between the hoursof0900 and1300 on Saturdays,with nooperationson SundaysandBank Holidays; the submissionandapprovalofa constructionmanagementstrategypriortothe commencementofthe development,includingdetailsofthe locationofsite compoundsand operative/visitorsparking,detailsof sitesecurity andsafety measures,lorrywaitingandwheelwashingfacilities,detailsofhow the siteaccess is to bemanaged in order to avoidconflictwithpeakschool times, detailsofany constructionaccesses,hoursofconstruction,andcompliancewiththe Phasing Strategy; therooftopMUGAnotbeing litwithoutthepriorwrittenconsentoftheCounty PlanningAuthority; and details of any external lighting being submitted for approval; and

 

(b)            the applicant be advised by Informative that:-

 

(i)           WilmingtonGrammarSchoolforGirlsshouldmaintaintheirpreviouslycut back vegetationlines to avoid future growthoverhangingthe carriageway and footway/footpathstofacilitatepedestrianmovementandreducethelikelihoodof large vehicles overrunning the Common Lanefootway; 

 

(ii)       they should register the School Travel Plan withKentCountyCounciloftheSchoolTravelPlanthroughthe “Jambusters” website ;

 

(iii)         they should ensurethatworkstotreesare carriedoutoutsideofthebreedingbirdseason and,ifthisisnotpossible,an ecologist should examinethesite priortoworks commencing; and

 

(iv)         they should be awareof theBatConservationTrust’sguidancewithregard to lightingon site.
