RESOLVED that:-

(a)          the application be referred tothe Secretaryof Statefor Housing Communitiesand LocalGovernment onSport Englandgrounds, andthat subject to hisdecision andsubject to asignedMemorandum ofUnderstanding regardingthe required monetary contributionregarding theTravel Planand PublicTransport Capacity Improvementspermission be granted to the application subject  to conditions, including conditions covering thestandard 3year timelimit forimplementation; the developmentbeing carriedout inaccordance withthe permitteddetails; the submissionand approvalof detailsof allmaterials to beused externally; thesubmission for approval ofa schemeof landscaping toinclude additionaltree planting,soft landscaping,and hard surfacing;   the development beingcarried outin accordancewith thesubmitted “TreeProtection, Removal andReplacement Strategy”; the submission of further  details  of  an  Arboricultural  Method  Statement  with  “restrictive dig  and surfacing details; the submission of  arboricultural  supervision / monitoring reports; no treeremoval taking place duringthe birdbreeding season; thesetting upof a25m exclusionzone aroundpotential badgersettsprior tothe commencement ofthe development;    thesubmission ofa biodiversityenhancement planprior tothe completionof the development; removalof thetemporary teachingaccommodation within 1monthof thefirst use / occupation ofthe permanentteaching accommodation; thesubmission ofdetails ofexternal lightingand hoursof operationregarding the newbuilding, thebuilding extensions,the buspick-up / drop offzone,pedestrian access routes,car parkingand thesite boundaries; completion  of  the  bus  pick-up / drop  off  zone  and  on-site  pedestrian  access improvementsprior tofirst use / occupationof thedevelopment; the provisionand retentionof carparking, loadingand turningfacilities, 22 of them priorto first use / occupation,and thefollowing 14within 3monthsof theremoval ofthe temporary teachingaccommodation; implementation of a  Traffic  Regulation  Order  to  provide  parking  restrictions  on Culverden Downand a20 mph speedlimit inthe vicinityof theschool,and its completionprior tooccupation ofthe development; thesubmission and approvalof anupdated TravelPlan withinsix monthsof occupation, andits ongoingmonitoring / auditing fora periodof 5 years,within whichthere willbe annualupdates withfunding secured forKCC Highways (viaa Memorandum of Understanding)to ensureadequate resourcingto auditand overseethis process, includingthe settingup ofa SteeringGroup andthe appointmentof a TravelPlan Coordinator;  the submissionand approvalof adetailed SustainableSurface WaterDrainage Scheme priorto thecommencement ofthe development; the    submission ofa verification report(relating tothe SuDs)prior tooccupation of the development; hoursof workingduring constructionand demolitionbeing restrictedto between 0800and 1800on Mondays toFridays andbetween thehours of0900 and1300 on Saturdays,with nooperations onSundays andBank Holidays; and thesubmission andapproval ofa constructionmanagement strategyprior tothe commencement of thedevelopment, includingdetails ofthe locationof site compoundsand operative / visitors’ parking,details ofsite securityand safety measures, lorrywaiting andwheel washing facilities, details ofhow thesite access wouldbe managed toavoid conflictwith peakschool times,and detailsof any constructionaccesses; and

(b)          the applicants be advised by Informative that withregard tothe requirementto prepareand submit:-

(i)         a (revised / amended)School Travel Plan, they shouldregister withKent CountyCouncil's Travel Plan Management system “Jambusters’”; and 

(ii)          a scheme of landscaping, considerationshould begiven tothe inclusionof speciesthat encouragebees;
