Minutes:

(1)       Mr Derek Kenny from We Load and Go addressed the Committee in opposition to the application. Mr Chris Parry (applicant) spoke in reply.

 

(2)       On being put to the vote, the recommendations of the Head of Planning Applications Group were carried by 9 votes to 1 with 1 abstention.

 

(3)       RESOLVEDthat:-

 

(a)          permission be granted to the Application subject to conditions, including conditions covering the developmentbeing commencedwithin 3years of the permission; thedevelopmentbeing carriedoutandcompletedinaccordancewiththe submitteddetails,documentsand plans; a maximum throughputof45,000tonnesof mixed,dry, non-hazardoushousehold, industrial and commercial (HIC)wastesper annum; no morethan100 HGVmovements per day to the site as a whole(50in/ 50 out); the securement of a TrafficManagement System andPlan tobe maintained and implemented in order toensurethatHGVsareroutedeast to the A21viaLongfield Roadso that theIAQM Guideline figure of 25Annual Average DailyTraffic thresholdforthe AQMAisnot exceeded;  recordsbeing maintainedof allHGV movements, withthe informationmadeavailable to theWaste Planning Authority; measuresbeingtakentoensurethat vehicles leaving the site donot deposit mud or other materialson the publichighway; all loadedHGVsentering or leaving the sitebeing enclosed,coveredor sheeted; no deliveryofwasteto the site being made by membersof the public;  areasshownforvehicleaccess, parking, turning,manoeuvring,loading and unloading being provided to the County Planning Authority andretained; measuresto preventthedischarge of surface waterintothepublichighway; the fleet management measurestoensureno queuing onthe public highwaybeing implemented as proposed, and maintained; core operatinghours being 0730to 1630hourson MondaystoSaturdayswith no working on Sundays,Bankand PublicHolidays;  use of the facility being restrictedtowasteuse;  waste  types  beingrestricted  to  those  applied  for  (mixed, dry, non-hazardous household,industrialandcommercial(HIC)waste)  excluding residual (putrescible)andblack bag waste,unless in contaminantquantities; any  putrescible  (residual)  waste  received  being  removed  from  site  to  an authorisedwastedisposal facilitywithin48 hours; nomaterialsbeing stockpiledor storedata heightgreaterthan3 metreswhen measured fromadjacentground level,andonlyinthe locations identified on the sitelayout plan; constructionandoperationbeingundertakeninaccordancewiththesubmitted Dust ManagementPlan; stockpiles being nogreaterthan 3m in height;  the developmentbeingcarriedout  inaccordancewiththesubmittedOdour ManagementPlan; the developmentbeingundertakeninaccordancewiththesubmittedFloodRisk Assessment; construction of the development not commencing until detailsof the proposed meansoffoulandsurfacewaterseweragedisposalhavebeensubmitted to and approvedinwritingbytheLocal PlanningAuthorityinconsultationwithSouthern Water; the submissionof aDrainageSchemeVerificationPlanpriortothefirstuseof the development; constructionand operationof thedevelopmentbeingundertakeninaccordance with the Noise ManagementPlansubmitted withtheapplication; the noise generatednotexceeding60dB(A)LAeq,1hrat the closestofficebuilding; a copyof thepermissionandtheapprovedplansbeingmadeavailablein the operator'ssiteoffice; withdrawal of thepermitteddevelopment rights; allvehicles,plantand machinerybeingmaintained, servicedand fittedwith closed engine coversandeffectivesilencers; no external floodlighting being installedwithoutapproval by the County Planning Authority; the construction or demolition operations being restrictedto between 0730and 1630 hours on Mondaysto Saturdays,withno operationson SundaysandBankHolidaysunless approved by the County Planning Authority; and

 

(b)       the applicant be notified by Informative that the 100 HGV movementsreferredtoin the conditions set out in (a) above incorporatesthe additional 60 movementsassociatedwiththeproposed development andthe 40HGVmovementsassociated withthe existing Aggregates Recycling Facility.
