Safe Pedestrian Crossing by Bybrook Road, Kennington

We the undersigned petition the council to consider that there is no safe crossing over the Bybrook Road for pedestrians walking towards Penlee Point in Kennington.

Pedestrian crossing the road is at great risk and sometimes near miss.

Dear Mr Pradeep Jacob
Thank you for your petition received on 26th July 2023 requesting a safe pedestrian crossing for Bybrook Road, Kennington.
In accordance with our 'Petition Service' policy, as your letter contains less than 1,000 signatures, I have investigated and reviewed your concerns in my role as the Cabinet Member for Highways and Transportation.
We receive many requests for the implementation of safety measures on the highway and, as such, all requests are reviewed and prioritised. We use an evidence-based approach to help prioritise investment in road safety improvements and identify specific safety issues.

As part of this process, we have examined the last three years of validated personal injury crash data from Kent Police and the data we use can be viewed for free at http://www.crashmap.co.uk. Having reviewed the crash data for Bybrook Road towards Penlee Point, it shows no personal injury crashes recorded in the past three years. Our limited resources are currently targeted towards addressing crash reduction within the
county, so we must make the difficult decision to prioritise investment in the delivery of Crash Remedial Measures in areas where a clear pattern of crashes is occurring and unfortunately cannot prioritise this site over such locations.

Despite our analysis of this data not being able to establish any pattern of incidents that could benefit from the engineering intervention of installing a formal crossing point, I would like to reassure you that we do take all concerns about the safety of our highway network seriously and as such, we will continue to monitor this site.

However, we do also work with local parish / town councils and elected County Members to ensure that a community voice helps to prioritise our efforts. In many cases, this can possibly lead to funding for improvements that do not achieve sufficient priority through our standard countywide assessments.
