Since the original invitation to local authorities, there has been a change in the direction of national government policy relating to adult learning and skills (see BIS consultation document "Skills for Sustainable Growth" July 2010). It now seems unlikely that Local Authorities will become Lead Accountable Bodies for adult informal learning. The entry in the Forward plan should therefore be removed
