REASON: The ‘Facing the Challenge’ Phase 1 report to County Council outlined a new direction for property with which the proposal to procure a property vehicle for surplus land owned by KCC was not a best fit and as such is no longer desirable

To delegate to the Individual Cabinet portfolio holder and the Director of Property & Infrastructure Support the procurement of a specialist property vehicle to allow realise of surplus land to fund new operational facilities.
How the decision relates to BS4K and Corporate Objectives
The decision is needed to progress the disposal of KCC assets with the delivery of new buildings. The proposal directly links to Bold Steps for Kent. The property vehicle will ensure it meets a number of key priorities in the Bold Steps for Kent, delivering framework including (1) Improve how we procure and commission services, (7) Build a strong relationship with key business sectors across Kent, (9) Support new housing growth that is affordable, sustainable and with the appropriate infrastructure and (15) Improve services for the most vulnerable people in Kent.

There has been previous mention of the disposal strategy proposals in Property & Infrastructure Support Business Plan in 2011 but since its publication there has been a need to link disposals to future service provision.
