Equalities implications: It has now proved to be impractical to invoke the charge as set out in the original decision as KCC is only paying a contribution towards the full cost of the support that is received from a grant funded organisation. We are therefore not able to make a charge on an individual basis. On cost effective grounds transport is to be excluded from the charging policy.
