Decision to increase a number of Fees & Charges for H&T services by the ‘cost of living’

By reducing the pressures and costs on service delivery to an absolute minimum and optimising the authority’s income potential.

Impact/costs and risks of proposed decision

Most of the fees & charges levied by H&T have been held at the same level for the last 3 years during which time inflation has exceeded 4%. As a consequence of some service efficiency savings and relatively small staff salary increases, the cost of providing the services has increased only marginally.

The charges do need to keep pace with the cost of providing the services, otherwise they would be subsidised by KCC.

It is proposed to increase charges by 5% this year, this equates to less than 2% per annum since they were last revised.

Most of the charges to developers for supervision of new highway work are calculated as a percentage of the current estimated works costs so these rates do not need to be changed. The charges are broadly in line with those levied by other Highway Authorities.
