    Swale Transport Strategy - 12/01928

    Adoption of the Swale Transport Strategy by Kent County Council (KCC).

     

    How the decision relates to BS4K and Corporate Objectives:

    The Swale Transport Strategy will support the BS4K objectives of Helping the Kent Economy to Grow and Tackling Disadvantage by ensuring that the Sittingbourne Northern Relief Road is used to its full potential, managing congestion in the town centre, improving the reliability of journey times for commuters and freight, and enhancing key sustainable transport links to employment, education and healthcare across the wider district.

     

    Impact/costs and risks of proposed decision:

    The Swale Transport Strategy forms a key part of the evidence base for the Swale Core Strategy, which will be subject to an Examination in Public by an independent Planning Inspector during 2013. The appropriateness and deliverability of the strategy will be an important consideration in the Inspector’s decision on the soundness of the Core Strategy as a whole.

     

    The delivery of the strategy will be heavily dependent on securing funding contributions from development through the Section 106 and Community Infrastructure Levy (CIL) processes, as KCC’s Local Transport Plan funding allocation from Central Government is likely to be under sustained pressure for the foreseeable future. KCC will not be a CIL Charging Authority; therefore it will be reliant on Swale Borough Council as the Local Planning Authority to allocate sufficient CIL revenue to the priority transport infrastructure projects identified in the strategy. The availability of CIL revenue will in turn be dictated by the phasing and extent of new development, which will be influenced by a range of external factors.
