Tonbridge Town Centre Revised Transport Strategy - 12/01933

Adoption of the Tonbridge Town Centre Revised Transport Strategy by Kent County Council (KCC).

How the decision  relates to BS4K and Corporate Objectives

The Revised Transport Strategy will support the BS4K objectives of Helping the Kent Economy to Grow and Tackling Disadvantage by managing congestion in Tonbridge Town Centre, improving the reliability of journey times for commuters and freight, improving air quality and enhancing key public transport links to employment, education and healthcare.

Impact/costs and risks of proposed decision

The Revised Transport Strategy will reflect and facilitate the abandonment of the London Road to Hadlow Road link. This link is a desirable but not essential measure in meeting the objectives of the Tonbridge Central Area Action Plan.

The delivery of the improvement measures (schemes) identified in the Revised Transport Strategy will be heavily dependent on securing funding contributions from development through the Section 106 and Community Infrastructure Levy (CIL) processes, as KCC’s Local Transport Plan funding allocation from Central Government is likely to be under sustained pressure for the foreseeable future.

There is the possibility that the higher priority measures may be funded through capital receipts from the sale of properties and land associated with the abandonment of the link road.
