    To seek approval of the award of the Technical and Environmental Services Contract(s) (TESC) to the preferred bidder.

    The decision works toward priority 1 of Bold Steps for Kent by seeking to “Improve how we procure and commission services (to help the Kent economy to grow)”.

    Impact/costs and risks of proposed decision:
    This is a contract(s) to supply a wide range of consultancy services to the Enterprise and Environment Directorate covering Transportation Engineering (including public transport); Highway Engineering (including maintenance, design, construction supervision, health and safety); and Environmental Support (including air quality, noise, landscaping, planning, regeneration, ecology and waste). The proposed contract spend by KCC will be approximately £5M per year for an initial period of up to five years, with possible extension.

    A working group exists to include Highways and Transportation, Regeneration, Waste, Planning and Environment, Legal, Procurement and Audit. A wide range of stakeholders will be informed as a part of the contract mobilisation process.

    Yes – on 12 January 2012 and 14 March 2012 at POSC. Three meetings of an Informal Members Groups (IMG) have also helped to explore the procurement options available.  As the procurement process progresses further updates will be made to the EHW Cabinet Committee most likely at the September and November 2012 meetings.

    The TESC is a county-wide contract(s) and it is anticipated that there will be provision for Districts to use the services.

    Equalities implications: The Technical and Environmental Services Contract(s) will have a “significant” effect on KCC’s services and are major contract(s) of approximately £5M per year. (Historically, the value has been around £12M per year). The preferred bidder(s) will be identified by following a robust procurement and tender evaluation process, which uses a series of strict selection criteria around cost, quality and value for money to generate the chosen contractor(s). Regular progress updates and decision meetings are taking place with the relevant KCC Procurement Boards. The Environment, Highways & Waste Cabinet Committee will be asked to endorse the final tender process, prior to Cabinet Member sign off and subsequent award.
