The Waste & Emissions Trading Act 2003 requires that councils in two tier areas put in place a Joint Municipal Waste Management Strategy (JMWMS). This seeks to support partnership approaches to deliver better outcomes for taxpayers between Waste Disposal Authorities (such as Kent County Council) and Waste Collection Authorities (district and borough councils). The first Kent JMWMS was adopted by all 13 councils in 2007. This report outlines the process and activities undertaken to refresh the policies in the Kent JMWMS so they are up-to-date and relevant for the period 2012 to 2020. The very good relationships fostered between the 13 councils through the auspices of the Kent Waste Partnership (KWP) are such that refreshing and retaining the KJMWMS is desirable for our own business purposes irrespective of the legal requirement.

The consultation began on 29 August 2011 and ended on 14 November 2011 (this included a two-week extension at the risk of some consultees). A second phase of consultation took place on the revised draft policies from 19 April 2012 to 8 May 2012 to allow for any further comments from stakeholders.
In respect of the Kent Waste Partnership itself, the waste portfolio holders of the 13 councils (and their senior officers) have received regular reports on the policies refresh including opportunities to amend the policies.

An EIA was carried out by Kent CC on behalf of the Kent Waste Partnership in February 2012. This assessed the first draft of refreshed policies following stakeholder consultation in 2011. A second EIA was carried out by KCC in August 2012 to ensure a number of amendments to the refreshed policies were considered. Both EIAs confirmed a full assessment was not required, the EIAs will be appended to the November 2012 EHW Cabinet Committee report.
