    12/01999 - Pupil Referral Units - Agreement of Restructure Proposals

    To seek approval of plans to restructure the current provision.

     

    Bold steps 4 Kent:

    Bold Steps for Education includes the reduction of Permanent Exclusions in Kent to 50 or fewer by 2015 as a priority and it is anticipated that new localised management of provision for disaffected young people at risk of exclusion will support this ambition. The intended outcome of the PRU/ AC review will be to establish high quality provision locally managed by groups of schools working together, to support all young people at risk of disengaging from school.

     

    Financial Implications:

    From April 2013 government guidance requires that PRUs have a delegated budget.  This would change existing requirements for budgeting, monitoring and reporting, although these changes would only have a minor effect on the PRUs. At present, the basis for devolution of funds is yet to be determined and is part of the next phase of consultation.

    An initial screening has identified that a full Equality Impact Assessment will be needed.  This will be completed and submitted to the Cabinet Committee for consideration in January before being considered by the Cabinet Member when taking the decision.

    Consultation process

    A consultation will run from 3rd December 2012 – 31 January 2013 and will target the opinions of Schools, FE Colleges, Work based learning providers, key stakeholders, parents and pupils

     

    A preliminary report for information has been considered by the Education Cabinet Committee at its meeting on 21st November 2012.

     

    A further report containing the final plans, proposed decision and further details of the equalities and legal implications of the decision will be considered by the Education Cabinet Committee at its meeting on 19 March 2012.
