REASON: Negotiations continue between the relevant stakeholders to amend the agreement relating to JTB's.

To seek approval of an updated Joint Transportation Board (JTB) Agreement with District Councils.

 

The existing agreement is out of date and needs to be revised to reflect changes to the County Council’s constitution.

 

In addition amendments will be sought to the voting rights of Parish Council representatives as per the recommendations of Kent Association of Local Councils and endorsed by the EHW Cabinet Committee in December 2013.

 

BS4K - JTB’s are an important local mechanism for discussing highway/transport matters. In this context, JTBs meet Kent County Council’s Localism Agenda.

All JTBs will be consulted on the proposals before the decision will be put to the Cabinet Member for EHW.

The consultation will take place February/March 2013 JTB meetings

An Equalities Impact Assessment will not be conducted

All County Members will be informed

 

The matter has been considered and the recommendations endorsed by the Environment, Highways and Waste Cabinet Committee at it’s meeting of 10 January 2013.

 

The matter is not referred to in the Business Plan or Medium Term Capital programme
