The local circumstances mean that the allocation policy for pitches on the new Coldharbour Gypsy & Traveller site should be different from the standard KCC Traveller pitch allocations policy agreed in 2012. It highlights the factors considered, the risks of challenge, and the equality implications of the proposed varied policy.

Detailed consultation on the pitch allocation policy was carried out in Spring 2012. Counsel’s advice is that, provided KCC has all the information it needs to make an informed decision, fresh consultation does not need to be carried out.

It was made clear at the time the standard allocation policy was being discussed that there could well be a variation proposed for the Coldharbour site.

The Spring 2012 consultation included representations about a variation of the policy for the Coldharbour site.

The Equalities Impact Assessment is currently in preparation

 

The standard policy was discussed at the Environment, Highways and Waste Cabinet Committee in July 2012

 

The new site is referred to in both the Business Plan and the MTCP.
