Proposed extension to the Highways Term Maintenance Contract currently let to Enterprise AOL (now Amey)

Background -The Term Maintenance Contract was let to Enterprise AOL and mobilised in September 2011, the initial term was for five years, extendable by a further five years.

KCC has received an application from Enterprise AOL to extend this contract for two years, for the period September 2016 – 2018.

To re-commission this service takes around two years. An extension should be granted rather than enter into a recommissioning process, this will allow the KCC to fully consider all commission options.

Maintaining the Highway network and associated assets such as drainage and streetlighting systems create an efficient transport network, this is essential to support sustainable housing and employment growth – these outcomes meet the objectives of ‘Increasing Opportunities, Improving Outcomes: set within Kent County Council’s Strategic Statement (2015-2020)’

Financial Implications: Reduction in prices and efficiency incentives are included in the application

Legal Implications: Permitted within the original OJEU notice and contract award duration, extension will be executed as a Deed

Equality Implications: None identified
