    Proposed Lease of West Kingsdown Children’s Centre

    Decision: Approval for the County Council to take a new 99 year lease for continued use and occupation of the Children’s Centre, at a peppercorn rent, from Rochester Diocesan Board, to facilitate the continued provision of the Children’s Centre at its existing location, and that the Director of Property and Infrastructure Support to be authorised to finalise terms for this transaction, in consultation with the Cabinet Member for Corporate and Democratic Services.  

     

    The decision relates to BS4K and Corporate Objectives as it will enable the Children’s Centre to remain within the County Council’s control upon the completion of the statutory transfer and Academy conversion of West Kingsdown CE Primary School. The proposal directly supports the following Bold Steps for Kent:-

     

    -       ensure all pupils meet their full potential,

    -       shape Education and skills provision around the needs of the Kent economy,

    -       improve services for the most vulnerable people in Kent,

    -       support families with complex needs and increase the use of     community budgets.

    Financial and Legal Implications:

    The County Council has agreed to pay a rent of a peppercorn per annum, if demanded, throughout the term of the proposed lease.

    The County Council has agreed to bear the Diocesan Board’s legal costs            upon completion of the lease; these are to be capped at £1,750 plus VAT.

    NOTE: This issue was originally placed on the forward plan of executive decision but was then abandoned in June 2015 as no action was required at that time (see below).  It was re-activated early in 2016.
