Reduced KCC Subsidy for Young Person's Travel Pass - Increased Pass Cost

To reduce the subsidy provided to each standard Young Person’s Travel Pass (YPTP) by £50 per academic year, therefore increasing the cost of the YPTP to the user by £50.

That the reduced cost Young Persons Travel Pass, for those on low income and fulfilling the eligibility requirements, will remain at £100 for the 15/16 academic year.

That the Young Persons Travel Pass for those in local authority care and for carers will remain free for the 15/16 academic year

That the terms and conditions of the Young Persons Travel Pass, including travel validity, will remain unchanged in all other respects.

Reason for urgency:
This decision is taken in accordance with provision for ‘General Exception’ as set out in The Local Authorities (Executive Arrangements (Meetings and Access to Information) (England) Regulations 2012 and as a result will not be published to the FED for the full 28 day period normally required.
In addition the proposed decision will not be considered by a Cabinet Committee before being taken owing to the requirement that any changes to price be communicated to parents and young people before 15 June 2015 when the application window is opened.
The Leader of each group has been informed that the decision is to be taken.
