To seek agreement from the Cabinet Member that contracts for the provision of Reception, Bulking and Transport of Residual Waste (Canterbury and Thanet Area) for final disposal at the Allington Waste to Energy Facility or other nominated facilities be agreed and that the award be delegated to the Director following the evaluation of tenders.

Equalities implications: KCC Waste Management is the statutory waste disposal authority for Kent, and has an obligation in law to provide for the disposal of municipal waste. The services provided under these contracts will be to receive, bulk-manage and transport waste to the Allington Energy from Waste facility or another nominated facility. This ensures waste to landfill is reduced as per KCC’s commitments under the Kent Joint Municipal Waste Management Strategy. Financial Implications: The estimated cumulative value of these contracts is £5m and is included in the Budget. Legal Implications: Provision of such disposal services is a legal obligation under the Environmental Protection Act 1990, and other related legislation. Equality Implications: An Equalities Impact Assessment (EQIA) has been carried out and no equality implications have been identified as this is not a customer facing service. The provision of disposal services contracts is covered within the Service Level Business Plan 2015/16
