Proposed decision: To award the contract for West Kent drug and alcohol services to a provider decided by competitive tender (contract to commence on 1st April 2016), and to invoke the one-year contract extension option within the East Kent Drug and Alcohol Service contract (provided by Turning Point), to enable it to run until 31st March 2017.
The decision relates
to BS4K and Corporate Objectives as it will support corporate
objectives by completing a planned and well-managed competitive
tendering of the West Kent Drug and Alcohol service. This will ensure services are commissioned in line
with identified need to deliver corporate priorities on prevention,
improved public health and better value for money.
Financial Implications:
The 2016/17 contract values will be £3,532,406 for West Kent and £5,750,000 for East Kent. The total value of the West Kent Drug and Alcohol Service will be £17,208,772 over five years.
These revised budgets will bring the services onto a financially sustainable footing and will not rely on non-recurring reserves as in previous years.

The Adult Social Care and Health Cabinet Committee discussed the matter at its meeting of 10July 2015 and resolved that ‘the level of efficiency savings which needed to be achieved through the re-commissioning of adult community drug and alcohol services in Kent be noted, and the proposed commissioning approach (option 2 in paragraph 6.1 of the report) and procurement plan designed to achieve savings and required outcomes be welcomed/supported.’
The matter was considered at the 14 January 2016 meeting of the Adult Social Care and Health Cabinet Committee. The Committee resolved that:
a) the progress of the procurement of the West Kent Drug and Alcohol Service, and the contract extension for East Kent, be noted;
b) the decision proposed to be taken by the Cabinet Member for Adult Social Care and Public Health, to:-
i) award the contract for the West Kent Drug and Alcohol Service to the successful bidder (from those listed in the exempt appendix to the report); and
ii) invoke the one-year contract extension option within the East Kent Drug and Alcohol Service contract (provided by Turning Point), to enable it to run until 31st March 2017,
taking account of comments made by this committee, be endorsed.
