    Backdating of Charges for Domiciliary and other Non-residential Care and Support

    KCC currently backdates charges for residential care to the date that funding commenced but does not do this for domiciliary and other non-residential care and support. The amount of income lost by not backdating charges for these service users is approximately £300,000 per year.

    Following the implementation of the Care Act in April 2015, the Department of Health has provided clarification on the backdating issue (in a series of responses to questions from local authorities).

    This decision will now institute backdating for domiciliary and other non-residential care and support to the date that the County Council commenced funding.  Charges will not be collected from the service user until a financial assessment has been carried out and anyone not able to pay any arrears in one go will be permitted to pay these off at a slower pace.

    The proposed change will only apply to new service users from the date of implementation.
