Following completion of the public consultation, it has been agreed that this decision be taken by the Cabinet Member between meetings of the Growth, Economic Development and Communities Cabinet Committee. This is due to the fact that the next meeting of the Cabinet Committee is not until 17th May 2016, which would result in a month’s delay in implementing this decision, equating to a loss of savings of approximately £12,500. Therefore, in accordance with the process set out in the County Council’s Constitution, the Chairman and Group Spokesmen for the Cabinet Committee, and the Chairman and Spokesmen for the Scrutiny Committee were informed that the decision would be taken using this process. All County Council Members will be given notice of the proposed decision, and any views submitted by them will be included in the paperwork which the Cabinet Member will be asked to sign when taking the decision.

A decision has been taken on a public consulation that has been approved and implemented. This decision is to implement the final recomendations from the redesign of the Mobile Library Service and will be taken outside the normal meeting cycle using the expediency procedure to allow implemention of the final recommendations and deliver savings to KCC.
