Children and Young People Mental Health Service Section 76 Agreement

Decision deleted – it was agreed that the proposed decision as described would not sufficiently reflect the actions that would need to be taken to support the commissioning and procurement of a new Service from April 2017.

To agree that Kent County Council will enter into Section 76 arrangements (under the NHS Act 2006) for the purpose of jointly procuring a mental health service for children and young people including children in care and integrated provision within the heath needs pupil referral units, and to delegate authority to the Corporate Director of Social Care, Health and Wellbeing or other nominated officer to undertake the necessary actions to enter into the S76 arrangements.

The Children’s Social Care and Health Cabinet Committee and Health Overview and Scrutiny Committee have been consulted and regularly updated on the development of the Emotional Wellbeing Strategy, CAMHS procurement and development of the service specification.

The proposed decision will be discussed at the Children’s Social Care and Health Cabinet Committee meeting on 5 July 2016
