Admission authorities are legally required to determine admissions arrangements for their schools by 28 February each year. It is intended that admissions arrangements for schools where KCC is the admissions authority are to remain broadly unchanged.  Currently, in line with legislation, the highest priority is given to children in care and those adopted from care in England and Wales. However, following a request to admissions authorities from Nick Gibb, Minister for School Standards, KCC has consulted on the inclusion of a new oversubscription criterion immediately after the highest priority to enable children that were adopted from care from establishments outside of the UK to have the next highest priority. The consultation is due to close on the 10th December after which a report will need to summarise feedback to inform whether the new criterion is to be formally determined as a new addition the admission arrangements for schools where Kent is the admissions authority.  In addition to the above proposal which would apply to all LA controlled schools if agreed, it is also proposed that there are changes to the priority zone in the admissions arrangements for Tunbridge Wells Grammar School for Boys and a new priority zone is proposed for St Peters CE Primary School, both are detailed in the consultation documentation available through the link detailed below.


Local Authorities are also required to consult with all schools within their geographical boundaries on an Admissions Scheme, which details how the co-ordinated and in year admissions processes will operate for the forthcoming year.


Following the completion of both consultations, the Cabinet Member for Children, Young People and Education are requested to approve the proposed admission arrangements and scheme.


Public consultation held between 29 October 2018 and 10 December 2018. Findings were included in a report to Cabinet Committee on 11 January 2019.

Financial implications: None.

Legal implications: The Education Act 2002 includes a duty on each LA, to formulate a scheme to co-ordinate admission arrangements for all maintained schools in its area and to take action to secure the agreement to the scheme by all admission authorities.

Equalities implications: A full Equalities Impact Assessment was carried out as part of this process.
