Proposed decision – Tocease current arrangements and delegate authority to develop and implement replacement engagement arrangements.
Reason for the decision
The existing Joint Transportation Board arrangements date from 2005 (5 districts) and 2021 (six districts). Based on mutual agreement there are no formal Joint Transportation Board arrangements with Maidstone Borough Council. As such, there is no consistent or framework for engagement on local highways and transport matters. The decision is therefore required to cease the current arrangements and enable the development and implementation of a clearer, more efficient, effective and flexible replacement model, which maintains effective engagement with District and Borough Councils and can adapt to an evolving Local Government landscape.
Background
The operation and effectiveness of Joint Transportation Boards have previously been considered through reports to the KCC Scrutiny Committee. The Committee’s findings and recommendations included a review of the current arrangements. This work has informed the development of the proposed decision.
Options (other options considered but discarded)
- Retain existing arrangements.
- Cease/amend arrangements on a district-by-district basis.
How the proposed decision supports the Council’s Strategic Statement
The decision supports the Council’s Strategic Statement by promoting efficient use of resources, strengthening partnership working and establishing flexible engagement arrangements capable of adapting to Local Government Reorganisation.
